Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the presentation of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been contained. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of conflicting incidents captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: positive announcements are delivered from different nations. Considerable effort is allocated on containing specific proposals. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the main instrument for achieving "resolution".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting rocket firings from across the border, a capacity enabled by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been deployed to engage hostile aerial threats flew past – modern combat jets supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense activated: multiple launches fired to intercept a hostile projectile. This was a advanced protection mechanism at work, presumably delivered by Western nations. Every deployment shakes the surroundings, causing tremors. The brief panic quickly gives way to grim resignation: maybe the approaching threat won't hit its mark this time, preventing destruction from ruin and another blackout.
Ongoing Risks
Following this, a large-caliber weapon opened up on a drone somewhere nearby, part of a rapid response unit – probably Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it pressed on overhead toward its objective.
Intermittently, this persisted until dawn. Kyiv faced the early updates: seven people killed, devastation and infrastructure problems in many homes as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on Western support – a dependence that regional partners are demonstrably unable to replace in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from US administration sparked intense emotion, controversy and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new approach from US leadership follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, certainly, endure.
Tactical Assessments
It is convenient to criticize specific actors of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. US administration functions according to a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The American government assumes that it is impossible to pressure the Kremlin to surrender the areas that it currently occupies in Ukraine's south or east.
The issue is that while acknowledging this situation, Washington does nothing to discourage Russia, through words or deeds, from believing that the situation will not evolve additionally in its advantage in the months ahead.
Opposing Positions
Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will persist as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing lives and land but preventing a entire defensive failure until conditions improve in its favour.
Existing Situation
Factually, there are no actual prerequisites for a truce. Now, subjective factors are coming into play: personal goals to mediate resolution and achieve global acclaim, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any plan Kyiv finds unworkable, so that their focus does not switch to domestic problems. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a just a single week to eliminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.
While new proposals based on established approaches are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to modify developments, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, largely rely on sustained allied backing.
